In the present study, by extracting the companions of the "dissenters" in the chapters of "Repentance" and "Conquest" with the words "Farah", "Qaud", "Kerahat", " Ghawl", "Istizan" and "Arabs" Substitution with "Mu'azrun" and confrontation with "Mu'minun", it became clear that the "dissenters" are those who are placed in jihad in the way of God, who rebel against the command of God due to hypocrisy, weakness of faith or ignorance. The issue of appropriateness between verses and surahs of the Qur'an has long been considered by commentators, and has been referred to the purpose of the surah.
